Salary: This is a full-time, twelve (12) month position at 232 days with a salary range from $81,352 - $88,729. This is a grant-funded position and continued employment is contingent upon grant renewal.

Job Summary (Primary Purpose): The Coordinator of Sepcial Education will provide for effective and efficient services to clients and supervision of assigned staff. The Coordinator will also be responsible for ensuring the team provides suppoer and services to clients in an effecient manner.

Required Qualifications (Knowledge, Skills & Education/Certificates): Bachelor's degree in special education or school administration or equivalent Special Education certificate or license (Teacher, SLP, School Psychologist, or Diagnostician) Five years of experience in a local education agency, regional education service center, or Texas Education Agency leadership position Experience in program development and project management in special education and/or general education programs as an educator, and/or administrator, with quantifiable and clear results for student achievement Experience leading collaborative teams and facilitating adults Experience in a data driven process that analyzed data effectively to inform necessary change Successful experience in effective written and verbal communication, collaboration, and learning from multiple sources paired with the ability to reflect strong leadership capacity Experience developing and providing professional development Experience supervising evaluation staff and leading evaluation teams

Preferred Qualifications (Knowledge, Skills & Education/Certificates): Master's degree in special education or school administration or equivalent Experience in developing and conducting presentations for small and large groups; strong presentation skills Experience in program development and project management in special education and/or general education programs as an educator Experience leading collaborative teams and facilitating adults Experience working with campus and district administrators Experience in a data driven process that analyzed data effectively to inform necessary change Successful experience in effective written and verbal communication, collaboration, and learning from multiple sources paired with the ability to reflect strong leadership capacity Strong planning, organizational, interpersonal and time management skills Thorough knowledge of trends, processes, and State priorities in special education Thorough knowledge of systematic planning using data to determine needs and results Thorough knowledge of current special education Federal/State laws, regulations, and rules Knowledge of best practices and current research related to students with disabilities Extensive knowledge of best practices in student evaluation and the ability to create meaningful professional development content Extensive knowledge of federal and state special education laws, regulations, rules and state compliance systems

Major Job Responsibilities/Essential Functions: Serve as a representative of ESC Region 13, displaying courtesy, tact, consideration, and discretion in all interactions with other members of the educational community and with the public Develop and conduct presentations and training for small and large groups, contract and negotiate with outside consultants regarding needed training, develop needed resource materials related to special education program plans/services, and evaluate traini ng activities using appropriate data collection and analysis procedures Provide leadership and supervision to produce products, deliver staff development and technical assistance to ESC Region 13 clients through the process of developing and reviewing program plans and team budgets using appropriate data collection and analysi s procedures including student performance, TEA monitoring processes, State Performance Plan, TEA education data systems, and client feedback Provide leadership to collaborate with and actively participate with ESC Region 13 teams to improve student performance and to meet the established goals and objectives of ESC Region 13 and TEA Collaborate with Director of Special Programs on program visioning and design of the department and implementation of ESC Region 13 board policy and procedures Provide up-to-date information to LEAs regarding developments, initiatives, and priorities at the Federal, State, and regional levels Participate with the other 19 ESCs and TEA staff in network responsibilities as appropriate Serve as liaison with other agencies, regional ESCs, professional organizations, and colleges and universities on issues related to the goals and objectives of the ESC Region 13 and the TEA Promote and distribute statewide resources, as well as present workshops and conduct follow-up coaching activities Supervise the provision of up-to-date information to LEAs regarding developments, initiatives, and priorities at the federal, state, and regional level in the area of speech-language pathology, assessment/evaluation and transition Perform other duties as assigned

Supervisory Responsibilities: Supervise staff including hiring and onboarding, overseeing plan development, monitoring implementation and proper use of grant funds, scheduling and assigning work, reviewing performance, and recommending reclassifications or terminations.

Budget Responsibilities: Assist with the management of grants from the TEA which include state and federal funds Assist with the development of data-based plans and associated budgets Oversee the management of grant funds associated with supervised programs

Equipment Used: Proficiency with PC computers to include desktop management, operations, and working on a network environment Proficiency with standard functions of Microsoft Excel, PowerPoint, and Word Proficiency with Canvas LMS, multimedia and editing software for the development of online courses and resources General office equipment to include copiers, printers, and video-conferencing equipment Maintain effective working relationships Light lifting and carrying (up to 20 pounds)
